The Heights was subdivided in the 1920s as grove land, in five-acre parcels and larger, and the zoning that came out of that keeps most lots around an acre today. Everything on that run belongs to the owner. When a supply line under the driveway starts losing water, the meter turns with the house shut off and nothing shows above ground, because the water goes into hillside soil and moves downslope. Elevation, Slope and Pressure
Water has to be lifted to reach the top of these hills, and a house partway down that lift can sit under considerably more static pressure than its fixtures were built for. High pressure does not announce itself. It shortens the life of every washer, hose and seal in the house, so what the owner sees is a toilet fill valve that will not shut, a supply hose that split behind the washing machine, a relief valve dripping at the water heater, and a knock in the wall when a solenoid valve closes. The pressure regulator at the service holds all of that in check and it is a part that wears. We gauge the pressure at a hose bib on the first visit. Slope matters on the drainage side too: a building sewer laid down a grade too steep lets water outrun the solids, and the solids stay behind and build up, which is why some of these lines stop on a schedule. Water at Eighteen Grains a Gallon
The La Habra Heights County Water District reported an average hardness of 18.1 grains per gallon in 2023, which is hard water by any measure. Dissolved mineral at that level comes out of solution as soon as the water is heated. It settles on the floor of a water heater tank and bakes onto an electric element, and over years it narrows the bore of the hot supply lines and closes up the aerators and shower heads. A gas tank running under a bed of sediment overheats its own steel, because the sediment insulates the water from the burner. That is the mechanism behind a heater failing years before the label says it should. An annual flush pulls out most of what has settled, and a softener stops the mineral from depositing anywhere in the house.
